Goverment Cloud Services

BACKGROUND

MyGovCloud@PDSA – Public Sector Data Centre is a service which has been provided by MAMPU since 2010 to consolidate the data centres of agencies within the Public Sector. This is done in order to increase the efficiency of resource utilisation, reinforce ICT security, enhance the quality of the government services delivery system and ultimately conserve Government expenditure. As the cloud service provider to Public Sector Agencies, MAMPU has taken another step forward by providing a comprehensive cloud service through Government Cloud. Government Cloud is a strategic collaboration between the Government’s cloud service provider (CSP) MyGovCloud@PDSA and four (4) commercial CSP panels namely Microsoft Azure, Google Cloud, TM Cloud Alpha and Amazon Web Services (AWS) as seen in Diagram 1. This is in line with the announcement made by YAB Prime Minister of Malaysia, Tan Sri Dato’ Muhyiddin Yassin, during the launch of the Malaysia Digital Economy Blueprint (MyDigital) on 19 February 2021.

Beginning the third quarter (Q3) of 2021, Government Cloud gives Public Sector agencies the opportunity to benefit from emerging technologies such as data analytics, artificial intelligence (AI), blockchain, Internet of Things (IoT), virtual/augmented realities (VR/AR) and others, in order to improve the quality of the Government service delivery system to the People in the quest to achieve the Shared Prosperity Vision 2030. This Government Cloud initiative is in line with the United Nations Sustainable Development Goals (SDG), namely Goal 9: Industry, Innovation and Infrastructure.

OUTCOME AND IMPACT

It is expected that the Government Cloud services will be able to achieve the target as outlined in the MyDigital blueprint, namely 80% utilisation of cloud storage across government agencies in 2022. With the availability of data on cloud environment, various government initiatives can be implemented with expedience and efficiency through the utilisation of emerging technologies such as data analytics, artificial intelligence (AI), blockchain, Internet of Things (IoT), virtual/augmented realities (VR/AR) and others in the provision of a people-centric government services delivery system.

Through the implementation of Government Cloud services, the government is expected to enjoy significant savings from centralised acquisition via the Cloud Framework Agreement (CFA) which will be signed by four (4) government-appointed CSPs. Agencies within the public sector will not only enjoy a group discount, but also various value-added services such as training, certification courses, transfer of technology and more in order to elevate the human resource skills within their respective agencies.

Furthermore, the Government Cloud services will uphold the Cloud First Strategy, a global initiative that prioritises the use of cloud services compared to the conventional centralised data services. With the implementation of the Government Cloud services and the gazetting of the Public Sector Cloud Computing Services Policy on 10 June 2021, Malaysia will join other countries in the world in applying the concept of Cloud First Policy, as seen in Diagram 2.
