STRENGTHEN INTEGRITY-BASED GOVERNANCE TO CURB CORRUPTION – YADIM

SHAH ALAM – Strengthening integrity-based and transparent governance systems must be a top priority in efforts to combat corruption within the public service.

The Director of the Kuala Lumpur and Putrajaya branch of the Malaysian Islamic Dakwah Foundation (YADIM), Zairudin Hashim, said such measures are crucial to ensure that all government administrative and financial processes are conducted transparently and with integrity.

He stated that the implementation of more comprehensive internal audits, together with the use of digital technology to track transaction records, can effectively close gaps that allow abuse of power and document falsification.

“Every procurement and financial transaction should be audited regularly and supervised by individuals who are ethically grounded and guided by strong moral values. At the same time, the culture of muraqabah—the awareness of being constantly observed by Allah SWT—should be instilled so that public officers exercise greater caution in every decision they make,” he told Sinar Harian.

Zairudin emphasised that an integrity-based governance system must be founded on the principles of trustworthiness, honesty, and transparency, as advocated in Islam.

He added that an integrated approach combining enforcement, education, and preventive measures is essential to building an administrative system that is free from corruption and misconduct.

“Continuous training on ethics and integrity must be strengthened to cultivate a professional and responsible attitude among public servants,” he said.

At the same time, he cautioned that the primary reason public officers become involved in corruption and document falsification despite the high risk of punishment stems from an integrity crisis and the erosion of moral values.

He explained that greed, financial pressure, negative workplace influences, and a lack of internalisation of religious values are among the contributing factors.

“When the heart is not guided by piety, desire and love for worldly wealth will override the values of trustworthiness and responsibility. Islam clearly emphasises that corruption is a major sin that invites the wrath of Allah and punishment in the Hereafter,” he elaborated.

He further stressed that weaknesses in internal review or monitoring systems create opportunities for abuse of power, thereby undermining a culture of transparency and accountability.

“In Islam, the concept of supervision (hisbah) is strongly emphasised to ensure that justice and trust are consistently upheld,” he added.
