STRENGTHEN THE AUDIT SYSTEM IN THE MINISTRY AND GOVERNMENT AGENCY

Better management of public funds can be implemented in ministries and government departments if the internal audit system is strengthened.

Senior Vice President of the Malaysian Crime Prevention Foundation (MCPF), Tan Sri Lee Lam Thye, said the move was expected to enhance the effectiveness and efficiency of the system to detect any deviation among civil servants.

At the same time, he said, a system of checks and balances should be made in the approval and procurement process so that there is no room for fraud.

Internal audit systems in ministries and government departments also need to be strengthened so that better control of public fund management can be implemented. The internal audit system must also be effective and efficient in detecting deviations.

Monitoring systems also need to be strengthened so that the effectiveness of control and integrity of transactions can be evaluated effectively. Maintaining good and ethical values ​​and adhering to good governance commitments are the most effective ways to combat corruption in the public service. The chief commissioner of the Malaysian Anti-Corruption Commission (MACC), Latheefa Koya, has revealed half of the corruption cases in the country involve civil servants and young people aged 40 and under.

According to Latheefa, MACC statistics show that 46.3 percent of the 4,860 individuals detained from 2014 to June this year were civil servants.

According to a survey conducted by the MACC, 22.1 per cent of civil servants respondents admitted to accepting bribes.

To curb corruption in the early stages, Lam Thye proposed the introduction of a new subject on integrity. According to him, the subject should be introduced or at least included in all existing training programs or syllabuses for civil servants including those implemented by the National Institute of Public Administration (INTAN).

At the same time, the government should also introduce a new curriculum in schools to enable students to learn the negative effects of corruption and why it is not acceptable.

The timing is right because pure values ​​and integrity should be instilled in the younger generation while they are in school. It can help develop a culture of honesty and trust to become a way of life of future leaders.
