Lately there has been a lot of talk about issues involving integrity, especially among civil servants. The issue of abuse of power, breach of trust, corruption, malpractice, even if it is done by a few individual civil servants, but the impact still affects all civil servants in this country.
It is important to know that not all civil servants in this country do not practice a culture of integrity as has been established. Most civil servants still support the principle of integrity in carrying out their duties and responsibilities to provide the best service to all levels of society with all their efforts.
What is meant by integrity? Integrity in general is a superior quality that exists as a whole and cohesively in an individual and an organization. The issue of integrity is closely related to the issue of ethics and moral values ​​in a person and an organization.
The integrity of civil servants refers to when a person holds any position entrusted in the government service, the civil servant involved must act honestly and trustfully in accordance with his jurisdiction and duties, transparent, without personal conflict, authoritative, accountable, and obedient to all rules and regulations. established law.
When there is a conflict of interest, priority should be given to the public interest. Therefore, it is important for all civil servants to carry out all the duties and trusts given to them in the best way so that the public's trust in civil servants is not affected to the extent that it can disturb the stability and harmony of the country.
The government has long tried to implement better quality public services and integrity in this country through the introduction of several related policies and policies starting with the launch of the Clean, Efficient and Trust campaign in 1982, the Leadership by Example campaign in 1983, the Islamic Values ​​Application Policy in 1985, Islamic Work Ethics in 1987, Excellent Work Culture in 1989, Quality Award in 1990, Customer Charter in 1993, e-government and MS ISO 9000 in 1996, Excellent Service Award in 2002, key performance indicators (KPI) and Islam Hadhari in 2005 and other steps.
All related policies and policies implemented should be practiced by all civil servants wholeheartedly so that they can perform any given task well and efficiently.
In addition to the implementation of policies and policies, the government also issued many public service circulars to give guidelines to every employee to cultivate an attitude of integrity in carrying out a task or trust given to them such as the Public Administration Progress Circular. No. 1. 2008, Customer Relationship Management Guide, Public Administration Progress Circular. No. 1 2009, Improvement of the Public Complaint Management Process, Public Service Progress Circular No. 2, 1996, Guide to Implementing ISO 9000: 2000, Service Circular No. 5, 2007. On 24 July 2013, the Public Service Department (JPA) also issued Service Circular No. 6/2013 on the Establishment of Integrity Units in All Public Agencies.
The Integrity Unit (UI) is a unit established in every ministry, department and government agency either at the Federal level or even at the state level that is responsible for managing and implementing integrity institutionalization initiatives, prevention, compliance, detection of wrongdoing and punitive actions with in a more focused, planned, efficient and optimal way.
All guidelines issued must be followed as best as possible so that a given task or trust can be carried out perfectly.
An attitude of integrity and accountability are among the principles that every civil servant should have in carrying out their duties and responsibilities.
The implementation of entrusted responsibilities accompanied by the practice of the principles of integrity will be able to ensure that all allocations given to each agency, program, activity or project can be channelled to the right party without facing the risk of leakage or leakage.
The values ​​of integrity that have long been enjoined in Islam also need to be lived and practiced by all civil servants, especially for civil servants who are Muslims.
Islam prevents its people from doing something useless, which does not bring any benefits and which can lead to destruction. Allah SWT said in Surah Al - Maidah: Verse 2 - "And help each other in doing good deeds and piety, do not help each other in committing sins and transgressions".
